Dikey Geçiş Sınavı’na (DGS) giren, 357 bin 150 adaya sıfır puan verildi. ÖSYM tarafından ilk kez 21 Temmuz 2018’de yapılan DGS’de uygulanan 0.5 puanına göre 60′ar sorudan oluşan sözel ve sayısal testlerin her birinden 0.5 ham puan çıkaramayan adayın DGS puanı hesaplanmayacağı maddesi sınav başvuru kılavuzunda yayınladı.
Bu kurala göre sınava giren adayların 60′ar sorudan oluşan sözel ve sayısal testlerin her ikisinde de en az 0.5 net yani bir soru çözmeleri gerekiyor. Sözel puan türünden DGS’ye giren bir kişinin yeterli soru yapsa bile puanının hesaplanması için sayısal testte de en az bir soru çözmesi gerekiyor.
DGS öncesi bir çok aday 0.5 kuralının sadece DGS kılavuzunda yer aldığını ÖSYM’nin bunu duyurmadığını iddia ederek tepki göstermişti. Adaylar internet üzerinden imza kampanyası başlatarak 0.5 kuralının kaldırılmasını istemişti. Sınav sonuçlarının açıklanmasının ardından binlerce adayın 0.5 ham puan almadığı gerekçesiyle puanı hesaplanmadı. Buna göre sözel testten 50 net yapan bir aday sayısal testten soru çözmediği gerekçesiyle 0.5 ham puan alamıyor ve puanı hesaplanmadığı için sıfır çekmiş oluyor.
SORU ÖNERGESİ VERİLDİ
HDP Milletvekili Ömer Faruk Gergerlioğlu, binlerce öğrenciyi ilgilendiren Dikey Geçiş Sınavı’ndaki 0.5 puanlamasının kılavuzda iki cümle ile yer aldığını, gerekli duyurunun yapılmadığını bu nedenle adayların haberi olmadığını savunarak Cumhurbaşkanı Yardımcısı Fuat Oktay’ın cevaplaması istemiyle Meclis Başkanlığına soru önergesi verdi.
ÖSYM’DEN YAZILI CEVAP
Gergerlioğlu’nun soru önergesine ÖSYM Başkanı Prof. Dr. Halis Aygün tarafından yazılı cevap verildi. ÖSYM tarafından yapılan yazılı açıklamada 2018 yılında DGS’ye 357 bin 150 kişinin girdiği bunlardan 94 bin 426 kişinin her iki testten 0.5 puanı alamadığı için DGS puanının hesaplanamadığı bildirildi.
ÖSYM verdiği cevapta başkanlık internet sitesinde 0.5 net puan şartının duyurulduğunu belirterek, “Yükseköğretim Yürütme Kurulu’nun 9 Mayıs 2018 tarihli toplantısında alınan ve başkanlığımız internet sayfasında 16 Mayıs 2018 tarihli duyurumuz ekinde tebliğ hükmünde olmak üzere kamuoyuna duyurulan 2018 DGS kılavuzunda yer alan ‘Her iki testten en az 0.5 ham puanı bulunmayan adayların DGS puanının hesaplanmayacağı’na dair kuralda ve bu kural gereği adayların 2018 DGS puanlarının hesaplanması’nda mevzuata ve hukuka aykırılık bulunmamaktadır” dedi.
